Media Questions
Mr. Steer heard there are four current positive cases of Covid at the nursing home. Chmn. McCarthy responded
there are four staff but no residents. One jail staff member also tested positive. He asked for an update on the
vaccine mandate. Comm’r Plache said the commissioners are concerned about being able to provide the
appropriate level of care to residents if staff has to be let go due to vaccine refusal. New Hampshire nursing
homes are considering not taking new admissions if staffing levels are not adequate.

Department Head Report – Public Works Director Will DeWitte
Dir. DeWitte presented a written report ahead of the meeting. He reported on the Source Protection Plan
meeting held September 8. The Rural Water Association will assist with researching grants available for the
water system improvements. Dir. DeWitte asked for guidance on whether to fix the plow truck. He will not
force his employees and he will not drive the truck with exhaust coming in the cab. The only thing holding the
bed together is the liner. Dir. DeWitte will prepare a request for proposals for approval next meeting.
MOTION: “To approve the Water Department Plow Truck request for proposals” by
Comm’r Plache, 2nd Comm’r Tessari. Passed 3-0
Eastern Propane Contract
MOTION: “To waive the bid process and award the two-year contract to Eastern Propane
and to authorize Director Murray to sign on behalf of the County” by Comm’r
Plache, 2nd Comm’r Tessari. Passed 3-0

security in the supply as reasons for waiving the bid process.
2020 Financial Audit
MOTION: “To accept the 2020 financial audit” by Comm’r Plache, 2nd Comm’r Tessari.

MOTION: “To accept the management response to the audit” by Comm’r Plache, 2nd

Commissioners Comments and Reports
Comm’r McCarthy will attend a ceremony at Pease for the naming of a KC-46 aircraft.
Comm’r Plache reported that HB 445 relative to competitive bidding in Carroll County was voted Inexpedient
to Legislate. The commissioners had written a letter opposing this “completely asinine” bill.
Non-Public Session
On a motion by Comm’r Tessari, 2nd Comm’r Plache and a 3-0 roll call vote, the commissioners voted to enter
into nonpublic session under NH RSA 91-A:3, II (a), (b) and (c). The board reconvened the public meeting
and voted to seal the minutes of six sessions.
